Purpose of Job
The purpose of this job is to perform supervisoryadministrative work
function associated with managing the Communications Division. Duties
include but are not limited to: Overseeing, administering, and managing
daily operations of the 911 Communication Center, overseeing and
coordinating all staffing needs, training personnel, compiling reports,
preparing budgets for Central Communications, and responsible for ensuring
that quality service is provided to internal and external customers with
emergency and non-emergency requests.
Essential Duties and Responsibilities
The following duties are normal for this job. These are not to be
construed as exclusive or all-inclusive. Other duties may be required and
assigned. Supervises staff to include prioritizing and assigning work designing work
processes, conducting performance evaluations, ensuring staff are trained
ensuring rules, regulations, policies, and procedures are followed,
maintaining a healthy and safe working environment and, plans for staffing
needs, making hiring, termination, and disciplinary recommendations. Develops, implements and monitors a quality assurance program that
addresses the delivery of service by the Communications Center. Develops, implements and monitors an approved standardized training program
for Communications Center personnel, ensures ongoing training is available,
establishes guidelines and goals for the department and creates an
environment that fosters continuous learning and development for personnel. Compiles andor tracks various administrative andor statistical data
pertaining to communications division operations performs basic research
as needed makes applicable calculations analyzes trends prepares or
generates reports maintains records. Represents the department at various functions such as making speeches at
civic and business associations, meeting with developers, officials,
citizens to establish goodwill and resolverespond to issues. Responsible for research, approval and recommendations for the
implementation, configuration, maintenance and supervision of enhanced 911
communications systems, including hardware, software and associated
equipment. Coordinates deployment of wireless technology and contracts with outside
vendors. Collects analyzes, prepares, recommends and reports on data concerning
budget preparation, grant administration and personnel analysis. Maintains and monitors the CALEA national standards and ensures that the
Communications Center meets all requirements to maintain certification. Conducts initial investigations regarding complaintsissues about
Communications Center personnel as directed by departmental written
directive system. Attends staff meetings, confers and counsels with members of upper
management on key issues as required. Assists in the development of long term goals for communications division
activities, programs and equipment. Assists with special projects and assignments as requested. Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of the policies, procedures, and activities of the Police
Department as they pertain to the performance of duties relating to the
position of Communications Administrator. Knowledge of the terminology
used within the department. Knowledge of applicable federalstate
statutes, local ordinances, departmental policies and procedures, and
departmental methods as required in the performance of duties. Knowledge of
regulations and procedures of state and national crime information centers,
the geography and road system of Athens-Clarke County, dispatching
procedures, and radio codes used by Police, Sheriff and Fire Departments. Ability to compile, organize, prepare and maintain an assortment of
records, reports and information in an effective manner and according to
departmental andor governmental regulations. Ability to communicate
effectively with supervisors and other staff members. Ability to use
independent judgment in routine and non-routine situations. Ability to
handle required mathematical calculations. Ability to utilize and
understand computer applications and techniques as necessary in the
completion of daily assignments. Ability to plan, organize, andor
prioritize daily assignments and work activities. Ability to comprehend
and apply the regulations and procedures of the department. Ability to
use independent judgment and discretion in supervising subordinates
including the handling of emergency situations. Ability to operate various
equipment, including a computer, copier, telephone, recorder, and
radiocommunications equipment. Ability to communicate orally and in
writing, ability to deal with the public, ability to make decisions
accurately and rapidly, and maintaining records and writing reports.
Minimum Training and Experience Required to Perform Essential Job Functions
Bachelors degree in Business, Public Administration, Management, Public
Relations, or related field or equivalent required, with minimum of four
years of progressively responsible experience in communications, emergency
management or related field or any equivalent combination of education,
training, and experience which provides the requisite knowledge, skills,
and abilities for this position. Supervisory experience required. Must
possess or have the ability to obtain within 12 months of employment POST
certification as Communications Officer. Must complete POST Instructor
Training Certification within 36 months of employment. Must possess a
valid drivers license or be able to obtain a Georgia drivers License. Position requires a twelve-month probationary period.

TO PERFORM ESSENTIAL JOB FUNCTIONS
PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of
machinery and equipment including a computer, copier, telephone, recorder,
and radiocommunications equipment. Must be able to use body members to
work, move or carry objects or materials. Must be able to exert up to
twenty pounds of force occasionally, andor up to ten pounds of force
frequently. Physical demand requirements are at levels of those for
sedentary work.
DATA CONCEPTION: Requires the ability to compare andor judge the readily
observable functional, structural, or compositional characteristics
(whether similar to or divergent from obvious standards) of data, people,
or things.
INTERPERSONAL COMMUNICATION: Requires the ability to speak andor signal
people to convey or exchange information. Includes givingreceiving
assignments andor directions tofrom co-workers, assistants or
supervisors.
LANGUAGE ABILITY: Requires ability to read a variety of informational
documentation, directions, instructions, methods and procedures. Requires
the ability to prepare letters, reports, forms, etc., using prescribed
formats and conforming to all rules of punctuation, grammar, diction, and
style. Requires the ability to speak to people with poise, voice control,
and confidence.
INTELLIGENCE: Requires the ability to learn and understand relatively
complex principles and techniques to acquire and be able to expound on
knowledge of topics related to primary occupation and to make independent
judgment in the absence of management.
VERBAL APTITUDE: Requires the ability to record and deliver information, to
explain procedures, and to follow oral and written instructions. Must be
able to communicate effectively and efficiently in a variety of
administrative, technical or professional languages including law
enforcement, emergency medical, and radio codes and police communications
terminology.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas
add and subtract totals multiply and divide determine percentages. FORMSPATIAL APTITUDE: Requires the ability to inspect items for proper
length, width, and shape, visually with a variety of machinery and
equipment including a computer, copier, telephone, recorder, and radio-
communications equipment.
MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in
using office and radiocommunications equipment.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as
automated office equipment, radiocommunications equipment, and
officecomputer supplies. Must have the ability to use one hand for
twisting or turning motion while coordinating other hand with different
activities. Must have minimal levels of eyehandfoot coordination.
COLOR DISCRIMINATION: Requires the ability to differentiate between colors
and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond
giving and receiving instructions. Must be adaptable to performing under
considerable stress when confronted with an emergency.
PHYSICAL COMMUNICATION: Requires the ability to talk andor hear: (Talking
