Purpose of Job

The purpose of this job is to perform systems and applications analysis, development, implementation, support, and maintenance activities.  Duties and responsibilities include, but are not limited to, analyzing automation needs county wide designing, modifying, and converting systems configuring, assessing, and managing hardware and software usage and training operators and users. 

Essential Duties and Responsibilities


The following duties are normal for this job.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

Conducts systems analyses of manual and automated systems for unified government departments and divisions recommends changes as needed.  Evaluates hardware and software based upon current and anticipated user needs and vendor demonstrations.  Designs and implements systems writes, compiles, changes, and tests new programs and conversions between systems.  Performs system configurations, installations, and modifications.  Trains users on hardware and software demonstrates new systems and assists users with computer related problems.  Designs inter-machine program conversions.  Troubleshoots computer-related hardware and software problems.  Tests and de-bugs systems writes internal, on-line, system, and user program documentation.  Plans and performs disaster data recovery activities as needed consults with outside technical engineers when performing troubleshooting and problem solving activities.  Maintains existing software programs monitors operating and systems software.  Implements and maintains security of confidential data, applications, and systems.  Provides on-call support services to all departments.  Assists Systems Analyst Supervisor with the preparation of the department operating budget and the government-wide capital budgets related to computer projects.  Develops and maintains contacts with vendors and technicians.  Prepares purchase requests tracks orders and invoices.  Tracks and documents time usage in monthly reports and bi-weekly time sheets.  Tracks hardware and software assets.  Acts as customer and telephone receptionist in absence of Administrative Assistant. 

When Assigned to Security and Recovery

Plan, implement, and review backup jobs and security systems on the ACC network servers and other storage systems.  Develop business recovery documents for equipment failure and disaster recovery.  Review logs for backup and recovery to ensure backup is performing correctly and system recovery is possible and review network data packets to ensure that systems are not infected with viruses.  Test recovery plans and systems to ensure they work properly.  Consult with departments regarding critical data on local machines (PCs) to ensure it is recoverable, as well as, applications system security.  Make recommendations on future backup and recovery needs, virus, intrusion and detection systems for budget planning.  Administer all backup systems, virus, intrusion and detection systems used within Athens-Clarke County.  Monitor and review intrusion detection equipment to ensure Athens-Clarke Countys network has adequate defenses in place against intrusion.  Monitor security of applications to ensure that access to databases is controlled according to policy. 

When Assigned to Database Administration (Police)

Assess and develop long-term strategic goals for production databases in conjunction with data owners.  Work with staff to upgrade database architectures, standards, and quality assurance policies and procedures.  Create models for new database development andor changes to existing ones and performs database management.  Respond to and resolve database access and performance issues.  Monitor database system details within the database, including stored procedures, SQL queries, and execution times, and implement efficiency improvements as they are identified using data processing techniques, entity relationships, or the Unified Modeling Language (UML) Monitor, optimize, and allocate physical data storage for database systems.  Plan and coordinate data migrations between systems as necessary.  Develop, implement, and maintain change control and testing processes for modifications to databases.  Establish appropriate end-user database access control levels.  Develop routines for end-users to facilitate best practices database use.  When Assigned to GIS Conducts system requirement analysis for new GIS applications and monitors application development using a system life cycle development methodology.  Monitors interdependent GIS map layers (map layers that more that one department depend on) for quality assurance (accuracy and timely maintenance).  Implements software and hardware standards to ensure that GIS related hardware and software is up-to-date and capable of meeting department needs.  Coordinates, plans and implements GIS system upgrades.  Ensures that GIS policies and standards are maintained.  Plans, reviews and recommends annual GIS budget.  Operates hardware and software related to GIS applications as necessary.  Performs other related duties as required. 

Knowledge, Skills and Abilities

Has considerable knowledge of the policies, practices, procedures, and activities of the Athens-Clarke County Government and the operations and functions of the Computer Information Services Department.  Has the ability to compile, organize, prepare and maintain an assortment of records, reports and information in an effective manner and according to division, departmental andor other governmental regulations.  Is able to comprehend and apply the regulations and procedures of the division and the department.  Has a good working knowledge of applicable legal policies, procedures, and methods as required in the performance of duties.  Has excellent communication, organizational, human relations, and technical skills.  Has comprehensive knowledge of computer terminology.  Is able to communicate technical information to other personnel.  Is able to develop knowledge of the job functions and terminology used by personnel in other departments in order to understand and meet automation needs.  Has the ability to communicate and interact effectively with management, other CIS staff members, vendors, and all groups involved in the activities of the Athens-Clarke County government.  Is able to assemble information and write reports and documents in a concise, clear, and effective manner.  Has the ability to plan, organize, and prioritize short and long term assignments and work activities.  Has the ability to use independent judgment in routine and non-routine situations.  Has the mathematical ability to handle required calculations.  Has excellent troubleshooting and problem-solving skills.  Has extensive knowledge of hardware software operating systems applications systems mainframe, mid-range, and micro-computer operations systems analysis systems design programming languages databases networks topologies and protocols.  Is familiar with the hardware and software currently utilized by Athens-Clarke County.  Is able to assist and instruct a wide variety of ACC government personnel in the proper and optimal use of available automation tools and systems.  Has the ability to acquire, integrate, and apply new technical knowledge.  Experience working in a team oriented, collaborative environment. 



Minimum Training and Experience Required to Perform Essential Job Functions

Bachelors degree in computer scienceinformation management, information systems or a related field with two years of experience in one or more of the following areas in a multi-user environment required: AS400 operating system, RPG, CL, Query, Sequel, Microsoft SQL, DB2, networks, networking hardware, andor object oriented programming languages or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.  Must possess a valid drivers license.

PHYSICAL REQUIREMENTS:

Must be physically able to operate a variety of machinery and equipment including computer equipment and tools for electronic and mechanical repairs.  Must be able to use body members to work, move or carry objects or materials.  Must be able to exert up to 50 pounds of force occasionally, andor up to 20 pounds of force frequently.  Physical demand requirements are at levels of those for medium work. 

DATA CONCEPTION:

Requires the ability to compare andor judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things. 

INTERPERSONAL COMMUNICATION:

Requires the ability to speak andor signal people to convey or exchange information.  Includes giving receiving assignments andor directions to co-workers or assistants from supervisors. 

LANGUAGE ABILITY:

Requires the ability to read a variety of computer documents, manuals, diagrams, reports, and informational documentation, directions, instructions, and methods and procedures.  Requires the ability to prepare technical documentation, flow charts, system reports, purchase orders, correspondence, and other records, reports, and charts using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style.  Requires the ability to speak to people and groups of people with poise, voice control, and confidence. 

INTELLIGENCE:

Requires the ability to learn and understand complex principles and techniques to acquire and be able to expound on knowledge of topics related to primary occupation and to make independent judgment in the absence of management. 

VERBAL APTITUDE:

Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions.  Must be able to communicate effectively and efficiently in a variety of administrative, technical or professional languages including computer, accounting, legal, and personnel terminology. 

NUMERICAL APTITUDE:

Requires the ability to utilize mathematical formulas add and subtract totals multiply and divide utilize and determine percentages interpret graphs perform calculations involving variables, formulas, square roots, and polynomials.  FORMSPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with various computer equipment and tools. 

MOTOR COORDINATION:

Requires the ability to coordinate hands and eyes in using computer equipment and tools. 

MANUAL DEXTERITY:

Requires the ability to handle a variety of items such as screwdrivers, crimpers, strippers, line testing equipment, and other computer equipment and tools.  Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities.  Must have minimal levels of eyehandfoot coordination. 

COLOR DISCRIMINATION:

Requires the ability to differentiate between colors and shades of color. 

INTERPERSONAL TEMPERAMENT:

Requires the ability to deal with people beyond giving and receiving instructions.  Must be adaptable to performing under considerable stress when confronted with an emergency. 

PHYSICAL COMMUNICATION:
