Purpose of Job
The purpose of this job is to assist in the supervision and operation of
heavy equipment to construct, maintain, and improve streets and drainage
systems. Duties and responsibilities include, but are not limited to,
assisting with supervision, training employees and providing technical
assistance, operate heavy equipment and vehicles to construct, maintain,
and improve streets and drainage systems, and perform additional tasks as
assigned.
Essential Duties and Responsibilities
The following duties are normal for this job. These are not to be construed
as exclusive or all-inclusive. Other duties may be required and assigned.
Assists in the supervision of work teams including inmates direct work
assignments, and advise on proper work methods and procedures. Operates all Streets Drainage Division equipment vehicles to construct,
maintain, and improve streets and drainage systems. Assists in training employees and inmates in equipment
safetyoperationmaintenance and street and drainage construction and
maintenance techniques. Sets grades using a level. Directs and performs traffic control setup for work sites. Performs functions associated with the use of all hand and power tools in
the Streets Drainage Division. Directs transportation of supplies and equipment to and from work sites. Directs and performs routine maintenance on equipment and vehicles such as
lubrication and checking air, oil, water and other fluids. Responds to after hour emergencies as required. Performs duties of Supervisor in hisher absence. May establish goals and organize daily work flow implements daily work
requests. Performs other related duties as required. When assigned to Inmate Detail
Picks up and delivers inmates to and from Corrections facility and job
sites. Ensures compliance with security for and safety of inmates at all times. Monitors inmate activities and behavior and ensures compliance with all
corrections Department policies and procedures. Maintains communication with Corrections Department as required routinely
reports inmate location. Schedules, organizes, and supervises activities of inmate work detail as
they relate to roadway and stormwater system maintenance.
Knowledge, Skills and Abilities
Knowledge of the policies, procedures, and activities of the Transportation
Public Works Department as they pertain to the performance of duties
relating to the position of Heavy Equipment Operator III. Knowledge of the
terminology used within the department. Knowledge of county maps,
blueprints, inmate regulations, heavy equipment manuals, government
policies and procedures pertaining to streets and drainage system
construction, maintenance and improvement, streets and drainage system
construction techniques, achieving grade, drainage, and proper compaction,
geography of Athens-Clarke County, including street names and locations,
carpentry and masonry techniques, and procedures and methods as required in
the performance of duties. Ability to prepare and maintain an assortment of
reports in an effective manner and according to departmental andor
governmental regulations. Ability to prepare and maintain an assortment of

supervisory capacity and with Corrections Department staff.
Minimum Training and Experience Required to Perform Essential Job Functions
High school diploma or equivalent with three years of heavy equipment
operation or related experience required or any equivalent combination of
education, training, and experience which provides the requisite knowledge,
skills, and abilities for this position. Supervisory experience is
preferred. Must possess a valid Georgia Commercial Drivers License Class
A with tanker endorsement. May be required to complete Basic Security
Officer Training (BSOT) to oversee inmates if assigned to inmate detail. Must be able to meet the current training requirements for this position as
set forth in the Streets Drainage Certification Program within the
required time frame.
(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS
PHYSICAL REQUIREMENTS: Must be physically able to operate all of the
Streets Drainage Division machinery, equipment, hand and power tools. Must be able to use body members to work, move or carry objects or
materials. Must be able to exert over one hundred pounds of force
occasionally, andor up to thirty pounds force frequently. Physical demand
requirements are at levels of those for very heavy work.
DATA CONCEPTION: Requires the ability to compare andor judge the readily
observable functional, structural, or compositional characteristics
(whether similar to or divergent from obvious standards) of data, people,
or things.
INTERPERSONAL COMMUNICATION: Requires the ability to speak andor signal
people to convey or exchange information. Includes giving receiving
assignments andor directions to co-workers, assistants or inmates from
supervisors.
LANGUAGE ABILITY: Requires ability to read a variety of equipment
maintenance manuals, work requests, county maps, blueprints, D.O.C. rules
and regulations, A.C.C.C.I. handbook, employee handbook, county and state
ordinances, easement deeds, right-of-way deeds, and informational
documentation, directions, instructions, and methods and procedures. Requires the ability to prepare daily reports, accident reports, vehicle
maintenance reports, tool invoices and drainage charts using prescribed
formats and conforming to all rules of punctuation, grammar, diction, and
style. Requires the ability to speak to people with poise, voice control,
and confidence.
INTELLIGENCE: Requires the ability to learn and understand basic principles
and techniques to acquire and be able to expound on knowledge of topics
related to primary occupation and to make independent judgement in the
absence of management.
VERBAL APTITUDE: Requires the ability to record and deliver information, to
explain procedures, and to follow oral and written instructions. Must be
able to communicate effectively and efficiently using a variety of
professional and technical languages including, radio communications,
legal, personnel and mechanics terminology.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas
add and subtract totals multiply and divide determine percentages
interpret graphs compute discount, interest, profit and loss, ratio and
proportion, etc. FORMSPATIAL APTITUDE: Requires the ability to inspect items for proper
length, width, and shape, visually with survey equipment, mechanics and
carpenters tools, heavy equipment and other street construction and
maintenance equipment and tools.
MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in
using survey equipment, mechanics and carpenters tools, heavy equipment,
vehicles and other street construction and maintenance equipment.
MANUAL DEXTERITY: Requires the ability to handle all Streets Drainage
Division equipment, vehicles, and hand and power tools. Must have the
ability to use one hand for twisting or turning motion while coordinating
other hand with different activities. Must have minimal levels of
eyehandfoot coordination.
COLOR DISCRIMINATION: Requires the ability to differentiate between colors
and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond
giving and receiving instructions. Must be adaptable to performing under
considerable stress when confronted with an emergency.
PHYSICAL COMMUNICATION: Requires the ability to talk andor hear: (Talking
- expressing or exchanging ideas by means of spoken words). (Hearing -

telephone, two-way radio.
