Purpose of Job
The purpose of this job is to preserve the peace and enforces the laws of
the State of Georgia. Duties and responsibilities include, but are not
limited to, protecting life and property, enforcing state laws, maintaining
jail security, serving warrants and civil papers, assisting in court
security, transporting prisoners, performing necessary functions to ensure
safety and well-being of inmates, employees and visitors. Performs
additional tasks as assigned.
Essential Duties and Responsibilities
The following duties are normal for this job. These are not to be construed
as exclusive or all-inclusive. Other duties may be required and assigned.
Enforces all criminal laws of the State of Georgia. Serves warrants, civil papers, subpoenas, and executes writs, and FIFAs
involving locating, identifying, arresting, and transporting persons named
in warrant and completing booking procedures. Processes warrants including logging, entering into computer, checking
addresses, following up on outstanding warrants, and filing types
correspondence regarding warrants as required. Conducts investigative work to locate and identify persons to be served
warrants and civil papers, assists in administrative andor criminal
investigations, background investigations of new employees, and
investigations of new bail bonding companies. Transports prisoners to jail, correctional facilities, doctors offices,
hospitals, or to court for trials or hearings extradites and transports
inmates from other states picks up and transports mental patients to
proper facilities. Operates G.C.I.C.N.C.I.C. computer and local criminal justice computer
network, CHIEFS computer operations, and JALAN computer operations. Performs general office duties responds to emergency telephone and radio
calls dispatches units monitors security of courthouse and responds to
emergency calls within the courthouse. Provides courtroom security for all courts and follows directives of
judges testifies in court and grand jury hearings. Performs all inmate booking functions fingerprints and photographs
arrestees and inmates. Operates and monitors operating condition of service vehicle. Assists other agencies inside and outside of the county in responding to
calls, traffic control, and other activities as required. Assures security of jail facility by checking all doors and locks,
searching new prisoners, and checking visitors for contraband responsible
for security of all electronically controlled jail doors. Works the inmate housing and other areas which requires taking head counts
making jail checks monitoring inmate movement within the facility,
visitation and recreational activities, booking area, front gate, and
interior of the jail dispenses medications investigates inmate
complaints writes reports and distributes and maintains files on inmates
and inmate property. Works the front control desk (C-1) or other control desks maintains daily
log of admissions, court appearance and other releases, and other
activities occurring during shift. Supervises trustees performing work assignments. Completes incident reports. Presents public information programs to various community groups. Trains personnel in departmental computer system functions and computer
support unit policies, procedures, practices, methods, and techniques
advises personnel on unusual, complex or difficult situations. Teaches at the Northeast Georgia Police Academy, Post Mandate Classes,
Department Level, Mandatory In-serviceRefresher Criminal HistoryGCIC
Compliance Classes. Processes crime scenes and conducts surveillance work. Maintains inventory on equipment and uniforms and records of issued
equipment and uniforms. Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of the county and the
operations and functions of the Sheriffs Office. Knowledge of law
enforcementinvestigative techniques and corrections processes, civil and
criminal code practices, jail and field policies, courtroom procedures,
record keeping and other applicable policies and procedures as necessary in
the completion of daily responsibilities. Knowledge of all applicable laws,
ordinances, bonding procedures, policies, standards and regulations
pertaining to the specific duties and responsibilities of the job. Knowledge in first aid and CPR. Knowledge of computers, G.C.I.C.N.C.I.C. and JMS computer operations, and the criminal justice computer network. Ability to administer policies, procedures, plans and activities. Ability
to administer operations and staff plans and objectives for the expedience
and effectiveness of the specific duties of the position. Ability to keep
abreast of any changes in policy, methods, operations, budgetary and
equipment needs, etc. as they pertain to departmental and operations and
activities. Ability to effectively communicate and interact with
subordinates, management, employees, members of the general public and all
other groups involved in the activities of the County as they relate to the
Sheriffs Office. Ability to assemble information and make written reports
and documents in a concise, clear and effective manner. Ability to
demonstrate appropriate organizational, management, human relations, and
technical skills. Ability to use independent judgement and discretion in
managing subordinates including the handling of emergency situations,
determining and deciding upon procedures to be implemented, setting
priorities, maintaining standards, and resolving problems. Ability to
comprehend, interpret, and apply regulations, procedures, and related
information. Ability to handle required mathematical calculations. Ability
to read, understand and interpret personnel and financial reports and
related materials. Ability
to use telephones, copiers, two-way radios, firearms, physical restraint
methods and equipment, and an intoximeter.
Minimum Training and Experience Required to Perform Essential Job Functions
High school diploma or equivalent required with previous law enforcement or
corrections experience preferred or any equivalent combination of
education, training, and experience which provides the requisite knowledge,
skills, and abilities for this job. Must possess a valid drivers license. Must be able to obtain P.O.S.T. certification and meet requirements set
forth in the Georgia Mandate Law Enforcement Training Act.

TO PERFORM ESSENTIAL JOB FUNCTIONS
PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of
machinery and equipment including police vehicles, telephones, copiers, two-
way radios, firearms, physical restraint equipment, and an intoximeter. Must be able to use body members to work, move or carry objects or
materials. Must be able to exert over one hundred pounds of force
occasionally, andor up to twenty pounds force frequently. Physical demand
requirements are at levels of those for medium to very heavy work depending
on need for arrestee or inmate restraint.
DATA CONCEPTION: Requires the ability to compare andor judge the readily
observable functional, structural, or compositional characteristics
(whether similar to or divergent from obvious standards) of data, people,
or things.
INTERPERSONAL COMMUNICATION: Requires the ability to speak andor signal
people to convey or exchange information. Includes giving receiving
assignments andor directions to co-workers or assistants from
supervisors.
LANGUAGE ABILITY: Requires ability to read a variety of state criminal and
civil codes, departmental directives, civil processes, state criminal and
traffic codes, Unified Government ordinances, court procedures, and
informational documentation, directions, instructions, and methods and
procedures. Requires the ability to prepare incident reports, daily logs,
performance evaluations, arrest reports, time sheets, etc. using prescribed
formats and conforming to all rules of punctuation, grammar, diction, and
style. Requires the ability to speak to groups of people with poise, voice
control, and confidence.
INTELLIGENCE: Requires the ability to learn and understand complex
principles and techniques to acquire and be able to expound on knowledge
of topics related to primary occupation and to make independent judgement
in the absence of management.
VERBAL APTITUDE: Requires the ability to record and deliver information, to
explain procedures, and to follow oral and written instructions. Must be
able to communicate effectively and efficiently in a variety of
administrative, technical or professional languages including legal
terminology.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas
add and subtract totals multiply and divide and determine percentages. FORMSPATIAL APTITUDE: Requires the ability to inspect items for proper
length, width, and shape, visually with police and office equipment.
MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in
using law enforcement and office equipment.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as
telephones, copiers, two-way radios, firearms, physical restraint
equipment, and an intoximeter. Must have the ability to use one hand for
twisting or turning motion while coordinating other hand with different
activities. Must have minimal levels of eyehandfoot coordination.
COLOR DISCRIMINATION: May require the ability to differentiate between
colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond
giving and receiving instructions. Must be adaptable to performing under
considerable stress when confronted with an emergency.
