Purpose of Job
The purpose of this job is to manage activities of the 800 megahertz radio
system. Duties and responsibilities include, but are not limited to,
inventory, maintenance, repair, replacement of equipment, maintaining all
permits, agreements, and licenses developing and managing policies,
procedures, budgets, and training and performing additional tasks as
assigned.
Essential Duties and Responsibilities
The following duties are normal for this job. These are not to be
construed as exclusive or all-inclusive. Other duties may be required and
assigned. Maintains inventory of existing radio systems (other than 800 MHz)
determines current and future needs presents recommendations for the
removal of unnecessary towers, antennae, and equipment. Maintains equipment inventory of all 800 MHz systems and tracks and
monitors usage and authorizes users. Acquires permits and licenses for the systems and renews and modifies all
to accommodate and upgradedowngrade the system as required. Develops standard operating policies and procedures for the system and
keeps current maintains files related to overall operations. Assesses condition of equipment. Develops and maintains serviceuser agreements with departments and
vendors. Develops system document library and maintains for system
upgradeschanges. Develops and maintains maintenance programs, agreements, and business
records. Monitors inter-agency agreements and renewsupdates as needed. Monitors towers, conducts site surveys, evaluations of equipment, and
maintains compliance with FCC regulations and standards. Develops annual and life cycle budgets manages expenses and revenues of
each. Conducts training program for users coordinates all programs. Programs radios for use on the 800 MHz system. Develops system-use priorities and eligibility criteria, system capacity
and assignment, and manages on a regular basis. Procures and distributes additional equipment, maintains a pool inventory
of equipment, and coordinates equipment programming, repair and
replacement. Troubleshoots calls for service, resolves problems, installs equipment,
relocates equipment, repairs or initiates repairs for all equipment. Monitors system use for appropriateness, protocol, as per agreements. Attends training and maintains knowledge of associated radio technology. Coordinates use of system with outside agencies. Performs other related duties as required. Knowledge, Skills, and Abilities
Knowledge of current communications technology, Federal Communications
Commission regulations related to radio equipment and systems, and modern
computerized radios and associated equipment. Knowledge of basic computer
operations and systems. Ability to develop and administer policies,
procedures, plans and activities to monitor and maintain an 800 MHz radio
system. Ability to organize data. Ability to effectively communicate and
interact with management, employees, members of the public and all other
groups involved with the activities of the 800 MHz system. Ability to
assemble information and make written reports and documents in a clear,
concise and effective manner. Ability to comprehend, interpret, and apply
regulations, procedures, and related information.
Minimum Training and Experience Required to Perform Essential Job Functions
VocationalTechnical diploma in electronics or related field with two years
experience in electronic radio systems required or any equivalent
combination of education, training, and experience which provides the
requisite
Knowledge, Skills and Abilities for this job. Must possess a
valid drivers license.

TO PERFORM ESSENTIAL JOB FUNCTIONS
PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of
machinery and equipment including a personal computer, calculator, 35mm
camera, drafting equipment, office files, desks, etc. Must be able to use
body members to work, move or carry objects or materials. Must be able to
exert up to 20 pounds of force occasionally, andor up to 10 pounds of
force frequently. Physical demand requirements are at levels of those for
light work.
DATA CONCEPTION: Requires the ability to compare andor judge the readily
observable functional, structural, or compositional characteristics
(whether similar to or divergent from obvious standards) of data, people,
or things.
INTERPERSONAL COMMUNICATION: Requires the ability to communicate
effectively with people through speech andor signals in order to convey or
exchange information. Includes receiving assignments andor directions from
supervisors and giving assignments andor directions to co-workers,
assistants, and supervisors.
LANGUAGE ABILITY: Requires the ability to read a variety of weekly project
reports, monthly budget reports, quarterly reports, time sheets,
performance evaluations, incident reports, management manuals, personnel
policies, computer manuals, architectural and engineering drawings, and
informational documentation, directions, instructions, methods, and
procedures. Requires the ability to prepare miscellaneous correspondence,
standard operating procedures, performance evaluations, division reports,
lease agreements, contracts, and special project reports using prescribed
formats and conforming to all rules of punctuation, grammar, diction, and
style. Requires the ability to speak to people individually and in groups
with poise, voice control, and confidence.
INTELLIGENCE: Requires the ability to learn and understand complex
principles and techniques to acquire and be able to expound on knowledge
of topics related to primary occupation and to make independent judgement
in the absence of the director.
VERBAL APTITUDE: Requires the ability to record and deliver information, to
explain procedures, and to follow oral and written instructions. Must be
able to communicate effectively and efficiently in a variety of
administrative, technical or professional languages. This includes
familiarity with engineering, legal, computer, accounting, vocational, and
personnel terminology.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas
add and subtract totals multiply and divide utilize and determine
percentages interpret graphs compute discounts, interest, profit and
loss, ratio and proportion, etc. perform calculations involving variables,
formulas, square roots, and polynomials perform statistical calculations
which include frequency distributions, reliability and validity of tests,
correlation techniques, factor analysis, and econometrics. FORMSPATIAL APTITUDE: Requires the ability to inspect items for proper
length, width, and shape, visually utilize drafting instruments and
general office equipment.
MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in
using drafting instruments, radio equipment, and general office equipment.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as
radios, computers, cameras, drafting equipment and office supplies. Must
have the ability to use one hand for twisting or turning motion while
coordinating other hand with different activities. Must have minimal levels
of eyehandfoot coordination.
COLOR DISCRIMINATION: Requires the ability to differentiate between colors
and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond
giving and receiving instructions. Must be adaptable to performing under
considerable stress when confronted with an emergency.
PHYSICAL COMMUNICATION: Requires the ability to talk andor hear: (Talking
