Purpose of Job

The purpose of this job is to perform a wide range of duties in developing and servicing green space along county roadsides.  Duties and responsibilities include, but are not limited to, supervising and training equipment operators and inmates, road shoulder mowing operation, inspecting completed work, and performing additional tasks as assigned. 

Essential Duties and Responsibilities


The following duties are normal for this job.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

Supervises and evaluates assigned staff and inmates handles employee concerns, counsels and recommends disciplinary action, directs work assignments inspects assigned tasks and assesses security, safety and methods of repair, maintenance, or construction.  Prepares daily work reports and equipment service requests for department records.  Trains personnel and inmates in safe operation of equipment.  Repairs or replaces damaged equipment and property.  Responds to citizens complaints.  Operates vehicles and equipment used in vegetation control and maintenance tasks including dump trucks, bucket trucks, tractors, bush hogs, chainsaws, tandem trucks, flatbed trucks, mowers, and crew trucks.  Performs routine maintenance on equipment, which includes lubricating and checking air, oil, water, and other fluids maintains a supply of parts.  Performs routine operations to roadside mowing, sidetrimming, and tree removal.  Performs landscape maintenance tasks such as watering, mulching, pruning, fertilizing and spraying.  Performs landscape construction tasks such as tree and shrub planting, sodding and seeding, and wildflower meadow development.  Ensures that all needed materials are on hand picks up suppliesmaterials from local vendors.  Performs other related duties as required. 

Knowledge, Skills and Abilities

Has considerable knowledge of the policies, procedures, and activities of the Central Services Department as they pertain to the performance of duties relating to the position of Vegetation Control Crewleader.  Has working knowledge of human resource managementpersonnel practices, policies and procedures as necessary in the completion of daily responsibilities.  Is able to administer policies, procedures, plans and activities and to monitor the performance of subordinates against measured established goals.  Has thorough knowledge of all applicable laws, ordinances, policies, standards and regulations pertaining to the specific duties and responsibilities of the job.  Knows how to keep abreast of any changes in policy, methods, operations, and equipment needs, etc.  as they pertain to departmental and human resourcepersonnel operations and activities.  Is able to effectively communicate and interact with subordinates, management, employees, members of the general public, and inmates.  Is able to assemble information and make written reports and documents in a concise, clear and effective manner.  Has good organizational, human relations, and technical skills.  Is able to use independent judgement and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.  Has the ability to comprehend, interpret, and apply regulations, procedures, and related information.  Has the mathematical ability to handle required calculations.  Is knowledgeable of landscape construction and maintenance procedures, equipment maintenance manuals, Athens-Clarke County Correctional Institute regulations, defensive driving techniques, and procedures and methods as required in the performance of duties.  Is skilled in performing landscape construction and maintenance tasks and in the operation and use of chipper trucks, lowboy trucks, bucket trucks, tractors, bush hogs, polesaws, weedeaters, bush-axes, slingblades, shovels, chainsaws, tandem trucks, flatbed trucks, mowers, mechanics tools, etc. 



Minimum Training and Experience Required to Perform Essential Job Functions

High school diploma or equivalent with two years of landscape construction, maintenance, or related experience required or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.  Supervisory experience is preferred.  Must possess a valid drivers license and the ability to obtain a valid Georgia Commercial Drivers License within six months of the date of hire.  Must possess or be able to obtain Flagging Certification, Basic Security Officer Training (BSOT), and CPR Certification within one year of date of hire.

PHYSICAL REQUIREMENTS:

Must be physically able to operate a variety of machinery and equipment including a chipper, lowboy, bucket truck, tractor, bush hog, weedeater, bush-ax, shovel, chainsaw, tandem truck, flatbed truck, mower, mechanics tools, etc.  Must be able to use body members to work, move or carry objects or materials.  Must be able to exert up to one hundred pounds of force occasionally, andor up to thirty-five pounds force frequently.  Physical demand requirements are at levels of those for heavy work. 

DATA CONCEPTION:

Requires the ability to compare andor judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things. 

INTERPERSONAL COMMUNICATION:

Requires the ability to speak andor signal people to convey or exchange information.  Includes giving receiving assignments andor directions to co-workers or inmates from supervisors. 

LANGUAGE ABILITY:

Requires the ability to read a variety of work orders, flagging manual, government ordinances, equipment maintenance manuals, employee handbooks, inmate handbooks, Georgia Department of Corrections guidelines, and informational documentation, directions, instructions, and methods and procedures.  Requires the ability to prepare daily works sheets, daily mowing sheets, employee time sheets, performance appraisals, purchase orders, disciplinary reports, reprimand reports, equipment records and incident reports using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style.  Requires the ability to speak to people with poise, voice control, and confidence. 

INTELLIGENCE:

Requires the ability to learn and understand basic principles and techniques to acquire and be able to expound on knowledge of topics related to primary occupation and to make independent judgement in the absence of management. 

VERBAL APTITUDE:

Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions.  Must be able to communicate effectively and efficiently in a variety of technical or professional languages including radio communications, legal, and mechanics terminology. 

NUMERICAL APTITUDE:

Requires the ability to utilize mathematical formulas add and subtract totals multiply and divide calculate decimals and percentages and interprets graphs.  FORMSPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with street construction and maintenance equipment. 

MOTOR COORDINATION:

Requires the ability to coordinate hands and eyes in using mechanics tools and maintenance equipment. 

MANUAL DEXTERITY:

Requires the ability to handle a variety of items such as chipper trucks, lowboy trucks, bucket truck, tractors, bush hogs, polesaws, weedeater, bush-ax, slingblade, shovels, chainsaws, tandem truck, flatbed truck, mowers, mechanics tools, etc.  Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities.  Must have minimal levels of eyehandfoot coordination. 

COLOR DISCRIMINATION:

May require the ability to differentiate between colors and shades of color. 

INTERPERSONAL TEMPERAMENT:

Requires the ability to deal with people beyond giving and receiving instructions.  Must be adaptable to performing under considerable stress when confronted with an emergency. 

PHYSICAL COMMUNICATION:
