Purpose of Job
The purpose of this job is to plan, organize and implement government wide
human resources programs. Incumbents may be assigned to a division within
the human resources department including: compensation, employment and
safety and risk. Duties and responsibilities include, but are not limited
to, researching, analyzing, coordinating and administering human resources

Essential Duties and Responsibilities
The following duties are normal for this job. These are not to be construed
as exclusive or all-inclusive. Other duties may be required and assigned.
Plans, monitors, and oversees the activities within the assigned division. Provides professional staff support to departments, which includes
interpreting laws, rules, regulations, and policies related to human
resources programs and makes recommendations for policy and procedural
changes. Assists in developing and implementing departmental budget, goals and
objectives implements and maintains assigned program area procedures
evaluates effectiveness of programs, including researching, analyzing, and
recommending policy or program changes. Participates in problem solving, conflict resolution, team building, and
planning sessions. Prepares and maintains a variety of correspondence which may include:
public notices, files, records, announcements, communication materials
andor other related information for assigned division. Responds to requests for information from employees andor the general
public over the phone, in person, and via e-mail regarding a variety of
Human Resources procedures, programs, job opportunities, andor other
related information. Researches, compiles, and analyzes a variety of data and information and
prepares related reports. Performs other duties as assigned.
Essential Duties and Responsibilities when assigned to Compensation within
the Compensation Benefits Division
Develops, prepares and administers the annual personal services budget
prepares and maintains budget related documents, information and
correspondence monitors budget expenditures for compliance with ACC fiscal
policies calculates performance increases based on performance evaluation
results. Completes, conducts and participates in salary surveys assists with
analysis and recommendations to support market findings prepares reports
to support salary and classification recommendations. Prepares, presents and justifies job evaluation analysis, reorganizations,
and reclassifications periodically reviews and updates job descriptions
for assigned departments and divisions within the Unified Government to
ensure that they accurately depict the duties and responsibilities of each
position. Monitors all fringe benefits costs and annual contributions recommends
necessary funding levels and budget transfers. Assists in conducting training on the performance management program,
budget requirements and other compensation related programs. Maintains position control system.
Essential Duties and Responsibilities when assigned to Benefits within the
Compensation Benefits Division
Administers the self-insured health insurance programs including evaluating
and analyzing the programs and contracts, instructing, counseling,
educating and assisting employees and new hires regarding use, problems,
changes and enrollments. Ensures compliance with contract provisions and
federal regulations. Evaluates, analyzes, reviews and audits all aspects of employee benefits
programs such as self-insured health insurance, pension, short and long
term disability, and life insurance assures the programs remain cost-
effective while meeting the needs of the employee population and
management. Audits and reviews monthly insurance premium
billingspayments. Accurately calculates weekly benefit payments, monitors compliance with
policies and regulations and interprets and makes recommendations for
changes to policies, plans and programs. Manages family and medical leave including counseling, interpreting policy,
processing applications and ensuring and monitoring compliance with policy. Responsible for the administration of COBRA, FMLA, HIPAA and other relevant
Federal Labor Laws. Designs, develops, and conducts new employee orientation.
Essential Duties and Responsibilities when assigned to Wellness within the
Compensation Benefits Division
Coordinates the Athens-Clarke County wellness program, maintains database
of information for all wellness participants, calculates and tracks
wellness points and ensures participants are properly awarded wellness
points and identifies those employees that are eligible for insurance
premium discounts. Monitors and identifies program growth and development to include:
monitoring individual and department participation levels, creating
interest in the program and ensuring program information is distributed and
explained by meeting with individuals and departments, encouraging employee
health and fitness, promoting program activities and recruiting employees
to join the wellness program. Monitors the fitness center functions including: enforcement of fitness
center rules and regulations, development of personal fitness and exercise
training programs, instructs participants on proper use of the exercise
equipment, implements individualized health awareness initiatives and
nutritional programs. Assists in developing and planning activities held at the fitness center
and other activities associated with health and wellness for ACC employees
and retirees. Acts as the liaison between subcontractors and ACC government to facilitate
activities of the Wellness Program, ensures subcontractors provide
necessary services for participants involvement and success. Assists in developing and implementing departmental budget, goals and
objectives implements and maintains assigned program area procedures
evaluates effectiveness of programs, including researching, analyzing, and
recommending policy or program changes. Supervises assigned staff members to include: scheduling, problem solving,
conflict resolution, team building, and planning sessions.
Essential Duties and Responsibilities when assigned to Employment Division
Conducts the full scope of recruitment for vacant positions to include:
advertising, screening, interviewing and pre-employment testing and
scheduling conditional offer testing. Maintains and updates the human resources web page. Develops and reviews vacancy notices, supplemental questionnaires and
interview questions. Obtains reference checks, motor vehicle records, and criminal histories of
prospective employees. Coordinates and processes new employee documentation related to employment. Participates in job fairs and community service functions. Conducts exit interviews with employees separating employment with the
Unified Government. Processes unemployment claims prepares and presents rebuttal to Department
of Labor (DOL) representative attends DOL hearings as witness for the
Unified Government. Develops and conducts summer orientation program and employment programs,
i.e. resume writing, interviewing skills, dress for success, career
opportunities, for universities, colleges, technical schools, and community
organizations.
Essential Duties and Responsibilities when assigned to Safety Risk
Manages self-insured administration of workers compensation program,
consults with physicians, other health professionals, attorneys, State
Board, SITF reps on medicalworkers compensation issues, processes claims,
initiates investigations, coordinates medical treatment, specialty
involvement, and work status with departments. Responsible for claims data entry into Risk Manager Software to include
description of injury accident, proper coding of claim, setting of
reserves, running reports, running of checking transactions to include
check register. Analyzes claims data and prepares statistical analysis. Conducts safety and loss prevention audits and inspections of departments. Coordinates and conducts safety and health training programs for employees
including: basic first-aid, cardiopulmonary resuscitation (CPR), defensive
driving and high risk situations. Coordinates alcoholdrug tests for employees for all workers compensation
injuries and vehicle accidents. Assesses potential hazardous work practices, locations, and makes
recommendations to management. Advises supervisors and managers on medical and hazardous situations. Remains accessible and on-call twenty-four hours a dayseven days a week on
a rotational basis. Ability to obtain appropriate state claims licenses or set for exam within
first twelve months.
Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of Human Resources
Management and the operations and functions of the Department as they
pertain to the performance of duties relating to the position of Human
Resources Generalist. Knowledge of human resources management, practices,
policies and procedures as necessary in the completion of daily

communicate and interact with management, employees, staff members,
applicants, members of the public and all other groups involved in the
activities of the Unified Government and Human Resources Management as they
relate to the Department. Ability to compile, organize, prepare and
maintain an assortment of records, reports, and information in an effective
manner and according to departmental and or governmental regulations. Ability to use independent judgment and discretion in handling emergency
situations, determining and deciding upon procedures to be implemented,
maintaining standards, and resolving problems. Ability to handle the
required mathematical, primarily statistical, calculations. Ability to
utilize and understand computer applications and techniques as necessary in

Minimum Training and Experience Required to Perform Essential Job Functions
Bachelors degree in Human Resources Management, BusinessPublic
Administration, Risk Management or related discipline with two years of
human resources, personnel administration, risk assessment, insurance,
accounting, financial management or related experience required or any
equivalent combination of education, training, and experience which
provides the requisite

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of

length, width, and shape, visually with office equipment.

MANUAL DEXTERITY: Requires the ability to handle a variety of items such as

etc. Must have the ability to use one hand for twisting or turning motion
while coordinating other hand with different activities. Must have minimal
levels of eyehandfoot coordination.
