Purpose of Job

The purpose of this job is to act as team leader for the Revenue, Business Tax, andor the Accounts Payable Team.  Duties and responsibilities include, but are not limited to, receipting, coding, and collecting all monies for the Athens-Clarke County Revenue section, including business occupation taxes and alcohol licensing taxes performing clerical support, data entry, and other record keeping and administrative functions for the Accounts Payable section and performing additional tasks as assigned. 

Essential Duties and Responsibilities


The following duties are normal for this job.  These are not to be construed as exclusive or all-inclusive.  Other duties may be required and assigned.

Supervises and evaluates assigned staff of subordinate employees, handles all employee concerns, directs work assignments, and counsels employees.  Performs duties of other Coordinators in their absence.  When assigned to Revenue Team: Coordinates the functions of the Revenue Team and coordinates the occupation tax and alcohol licensing procedures.  Trains and instructs the Revenue Staff in new procedures andor RevenueLicensing activities Collects, monitors, and codes all revenue collections from the Unified Government, state, federal, and other outside sources balances daily reports and deposits.  Provides direct supervision of accounts as team leader.  Provides ordinance and general information to the business community and the general public ensures ordinance compliance.  Coordinates activities related to the alcohol licensing and business tax systems prepares and processes alcohol license applications compiles Alcohol and Business License information prepares special reports for alcohol licensing, the occupation tax, and revenues as requested.  Prepares and processes tax applications for the collection of current and delinquent accounts.  Maintains master vendor file including data entry and account status.  Administers the government-at-large Petty Cash Account.  Handles complaints of businesses operating without licenses.  Responsible for the returned check process including court system collection and spreadsheet analysis.  Responsible for monitoring, collecting, and disbursing HotelMotel Excise Taxes and preparing spreadsheets and issuing FiFas for delinquent accounts.  Performs selected duties of the Financial Services Administrator in hisher absence.  Responds to inquiries from vendors and other departments.  Assists with entering data into a computer and verifying reports assists with daily bank deposits.  When assigned to Accounts Payable Team: Coordinates the functions of the Accounts Payable Team.  Provides direct supervision of the accounts as team leader.  Coordinates and assists with the training of Accounts Payable staff in new procedures andor activities.  Requests, verifies, and distributes all Accounts Payable reports.  Performs selected duties of the Financial Services Administrator in hisher absence.  Enters Accounts Payable data into a computer and verifies reports.  Coordinates and performs the preparation, copying, mailing, and filing of all Accounts Payable checks.  Coordinates and performs the preparation of vouchers for Accounts Payables and verifies reports.  Coordinates the preparation of monthly utility bills for all government entities.  Prepares daily bank deposits and balances amounts to cash receipts for monies from all Unified Government departments and activities.  Verifies and approves all government travel advances and reimbursements assigns expenses to proper account upon completion of travel.  Assists with monitoring all accounts payable budget expenditures notifies departments when expenditures exceed budgeted amounts enters budget amendments.  Coordinates and performs the filing of all accounts payable vouchers and assists with business and alcohol licensing.  Prepares and submits 1099 forms to the IRS for employees.  Assists and verifies account codes on cash receipts as part of preparing daily bank deposits.  Instructs user departments on the completion of Accounts Payable documents.  Responds to inquiries from vendors and other departments.  Assists other Financial Services personnel with Accounts Payable information and data entry.  Assists with inquiries concerning business and alcohol licenses.  Assists walk-in business and alcohol license customers on a limited basis.  Answers the telephone for all Finance divisions and performs receptionist duties for the Finance Department.  Answers questions from vendors concerning payables information in the absence of other accounts payable employees.  Maintains alcohol license applications, occupation tax applications, and related correspondence files.  Scans newspapers, phone books, etc., for evidence of businesses operating without a license.  Performs other related duties as required.  Knowledge, Skills, and Abilities Knowledge of the principles, practices, and procedures of the Financial Services Division and the operations and functions of the Finance Department.  Knowledge of accounting and business tax law and management practices, policies, and procedures as necessary in the completion of daily responsibilities.  Knowledge of the development and administration of operations and staff plans and objectives for the expedience and effectiveness of the specific duties of the position.  Knowledge of all applicable laws, ordinances, policies, standards, and regulations pertaining to the specific duties and responsibilities of the job.  Knowledge of and proficient with computers.  Knowledge of government accounting and bookkeeping relevant federal, state, and Unified Government laws, policies, and procedures the Unified Government financial management system local ordinances and state policies and regulations regarding business and alcohol licenses and accounts payable processing methods and policies.  Ability to develop and administer policies, procedures, plans, and activities and to monitor the performance of subordinates against measured, established goals.  Ability to develop and implement long-term goals for the team in order to promote effectiveness and efficiency.  Ability to keep informed of any changes in policy, methods, operations, and budgetary and equipment needs, etc.  as they pertain to departmental operations and activities.  Ability to effectively communicate and interact with subordinates, management, employees, members of the general public, and all other groups involved in the activities of the Financial Services Division as they relate to the Finance Department.  Ability to assemble information and make written reports and documents in a concise, clear, and effective manner.  Ability to deal effectively with organizational, management, human relations, and technical subjects.  Ability to utilize independent judgement and discretion in managing subordinates including the handling of emergency situations, determining and deciding upon procedures to be implemented, setting priorities, maintaining standards, and resolving problems.  Ability to comprehend, interpret, and apply regulations, procedures, and related information.  Ability to handle the required mathematical and statistical calculations.  Ability to read, understand, and interpret personnel and financial reports and related materials.  Ability to utilize various software packages.  Ability to utilize office equipment such as computers, fax machines, and copy machines. 



Minimum Training and Experience Required to Perform Essential Job Functions

AssociateVocationalTechnical degree in accounting or a related field with two years of public relations, county and state codes, and accounting experience required or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.  Supervisory experience is preferred.

PHYSICAL REQUIREMENTS:

Must be physically able to operate a variety of machinery and equipment including computers, fax machines, copy machines, and other office equipment.  Must be able to use body members to work, move, or carry objects or materials.  Must be able to exert up to twenty pounds of force occasionally andor up to ten pounds of force frequently.  Physical demand requirements are at levels of those for light work. 

DATA CONCEPTION:

Requires the ability to compare andor judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things. 

INTERPERSONAL COMMUNICATION:

Requires the ability to speak andor signal people to convey or exchange information.  Includes giving assignments andor directions to co-workers or assistants and receiving assignments andor directions from supervisors. 

LANGUAGE ABILITY:

Requires the ability to read a variety of codes, ordinances, applications, reports, correspondence, spreadsheets, surveys, and informational documentation, directions, instructions, and methods and procedures.  Requires the ability to prepare occupation tax certificates, licenses, spreadsheets, reports, and surveys using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style.  Requires the ability to speak to people with poise, voice control, and confidence. 

INTELLIGENCE:

Requires the ability to learn and understand complex principles and techniques to acquire and be able to expound on knowledge of topics related to primary occupation and to make independent judgement in the absence of management. 

VERBAL APTITUDE:

Requires the ability to record and deliver information, to explain procedures, and to follow oral and written instructions.  Must be able to communicate effectively and efficiently in a variety of administrative, technical, or professional languages including legal and accounting terminology. 

NUMERICAL APTITUDE:

Requires the ability to utilize mathematical formulas, to add and subtract totals, to multiply and divide, to utilize and determine percentages, to perform statistical calculations, and to perform calculations using variables and square roots, etc.  FORMSPATIAL APTITUDE: Requires the ability to inspect items for proper length, width, and shape, visually with office equipment (i.e., rulers, yardsticks, etc.). 

MOTOR COORDINATION:

Requires the ability to coordinate hands and eyes in using office equipment. 

MANUAL DEXTERITY:

Requires the ability to handle a variety of items such as computers, fax machines, and other office equipment.  Must have the ability to use one hand for twisting or turning motion while coordinating the other hand with different activities.  Must have minimal levels of eyehandfoot coordination. 

COLOR DISCRIMINATION:

May require the ability to differentiate between colors and shades of color. 

INTERPERSONAL TEMPERAMENT:

Requires the ability to deal with people beyond giving and receiving instructions.  Must be adaptable to performing under moderate stress when confronted with an emergency. 

PHYSICAL COMMUNICATION:

Requires the ability to talk andor hear: (Talking - expressing or exchanging ideas by means of spoken words).  (Hearing - perceiving nature of sounds by ear).  Must be able to communicate via telephone.
