Purpose of Job
The purpose of this job is to supervise and administer all accounting
activities of the Athens-Clarke County Unified Government. Duties and
responsibilities include, but are not limited to, ensuring compliance with
Generally Accepted Accounting Principles, federal and state laws, and
Unified Government policies and procedures, and performing additional tasks
as assigned.
Essential Duties and Responsibilities
The following duties are normal for this job. These are not to be construed
as exclusive or all-inclusive. Other duties may be required and assigned.
Recruits, trains, supervises and evaluates assigned staff, handling all
employee concerns, directing work assignments, counseling and disciplining
employees when necessary, and completing employee performance appraisals. Supervises and administers the operations of the Accounting Division. Manages the general ledger for all funds and account groups for the
government. Prepares and controls chart of accounts for all financial operations
throughout the unified government. Prepares monthly and annual financial reports for management. Prepares special financial analyses at management request. Develops and implements guidelines and standards for the division. Coordinates annual audit. Reviews accounting transactions for compliance with Generally Accepted
Accounting Principles (GAAP), state and federal law, and unified government
guidelines. Manages cash management program including banking relations, and use of
automated systems to process banking transactions. Ensures proper collateral is held for investments and demand deposit
accounts. Prepares cash forecasting for use in cash management. Develops training programs for users of the automated financial system. Provides technical assistance to other departments. Assists other departments with establishing and improving accounting
records. Monitors federal and state grants for compliance with regulations. Prepares work papers, analyzes account balances for external auditors. Reviews software packages for application to financial operations. Maintains fixed asset inventory system for the entire unified government. Reviews and approves adjustments to and recording of financial transactions
by journal entries. Performs cost accounting reviews. Prepares Accounting Division budget. Develops goals, objectives, and workload measures for the Accounting
Division. Develops accounting policies and procedures for the unified government. Acts as security administrator for the electronic banking process. Performs clerical functions, such as filing, typing, copying, etc., as
required. Performs other related duties as required.
Knowledge, Skills and Abilities
Knowledge of the principles, practices and procedures of the Accounting
Division and the operations and functions of the Finance Department. Knowledge of accounting, Unified Government codes and ordinances, and
management practices, policies and procedures as necessary in the
completion of daily responsibilities. Knowledge of all applicable laws,
ordinances, policies, standards and regulations pertaining to the specific
duties and responsibilities of the job. Knowledge of established
organizational, management, and human relations techniques. Knowledge of
GAAP, generally accepted auditing standards, banking principles and
practices, Unified Government computerized financial management system,
Unified Government fixed assets accounting system, relevant federal, state
and local laws and ordinances, and federal and state grant requirements. Knowledge of and ability to demonstrate proficiency with computers related
to the position. Ability to develop and administer policies, procedures,
plans and activities and to monitor the performance of subordinates against
measured established goals. Ability to develop and implement long-term
goals for the department in order to promote effectiveness and efficiency. Ability to keep abreast of any changes in policy, methods, operations,
budgetary and equipment needs, etc. as they pertain to departmental
operations and activities. Ability to effectively communicate and interact
with subordinates, management, employees, members of the public and all
other groups involved in the activities of the Accounting Division as they
relate to the Finance Department. Ability to assemble information and make
written reports and documents in a concise, clear and effective manner. Ability to use independent judgement and discretion in managing
subordinates including the handling of emergency situations, determining
and deciding upon procedures to be implemented, setting priorities,
maintaining standards, and resolving problems. Ability to comprehend,
interpret, and apply regulations, procedures, and related information. Ability to handle the required mathematical calculations using statistical
calculations. Ability to read, understand and interpret personnel and
financial reports and related materials. Ability to operate various
software packages. Knowledge of the effective and efficient use of
computers, typewriters, printers, fax machines, and other office equipment.
Minimum Training and Experience Required to Perform Essential Job Functions
Bachelors degree in accounting or a related field with three years of
government accounting, finance, or business administration experience
required or any equivalent combination of education, training, and
experience which provides the requisite knowledge, skills, and abilities
for this job. Supervisory experience is required.

TO PERFORM ESSENTIAL JOB FUNCTIONS
PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of
machinery and equipment including computers, typewriters, printers, fax
machines, and other office equipment. Must be able to use body members to
work, move or carry objects or materials. Must be able to exert up to
twenty pounds of force occasionally, andor up to ten pounds of force
frequently. Physical demand requirements are at levels of those for light
work.
DATA CONCEPTION: Requires the ability to compare andor judge the readily
observable functional, structural, or compositional characteristics
(whether similar to or divergent from obvious standards) of data, people,
or things.
INTERPERSONAL COMMUNICATION: Requires the ability to speak andor signal
people to convey or exchange information. Includes giving assignments
andor directions to co-workers or assistants.
LANGUAGE ABILITY: Requires ability to read a variety of reports (e.g.,
motor fuel tax report), government codes and ordinances, policies,
statements, requests (e.g., auditor requests), schedules, and informational
documentation, directions, instructions, and methods and procedures. Requires the ability to prepare spreadsheets, financial statements, charts
of accounts, policy and procedure documents, etc., using prescribed formats
and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to people with poise, voice control, and
confidence.
INTELLIGENCE: Requires the ability to learn and understand complex
principles and techniques to acquire and be able to expound on knowledge
of topics related to primary occupation and to make independent judgement
in the absence of management.
VERBAL APTITUDE: Requires the ability to record and deliver information, to
explain procedures, and to follow oral and written instructions. Must be
able to communicate effectively and efficiently in a variety of
administrative, technical or professional languages including accounting
terminology.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas
add and subtract totals multiply and divide utilize and determine
percentages, perform statistical calculations including advanced
probability theory, and perform calculations involving variables, etc. FORMSPATIAL APTITUDE: Requires the ability to inspect items for proper
length, width, and shape, visually with office equipment (i.e., rulers,
yardsticks).
MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in
using computers and other office equipment.
MANUAL DEXTERITY: Requires the ability to handle a variety of items such as
computers, typewriters, fax machines and other office equipment. Must have
the ability to use one hand for twisting or turning motion while
coordinating other hand with different activities. Must have minimal levels
of eyehandfoot coordination.
COLOR DISCRIMINATION: May require the ability to differentiate between
colors and shades of color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with people beyond
giving and receiving instructions. Must be adaptable to performing under
considerable stress when confronted with an emergency.
PHYSICAL COMMUNICATION: Requires the ability to talk andor hear: (Talking
